German firms explicitly cite state-by-state variation in Indian tax and labour law as their principal concern about India. A government that is personally engaged in the deal is, for a German evaluator, the most credible version of a commitment to predictability and single-window access. That is why Deutsche Borse's CIO met the CM, not a development agency.
